[PIGMI] Collecting emails and sending group emails with software.

I have a big list of emails and growing (when we go live) of which I 
want to send messages to with some kind of program.

My question is, is the a database scrape tool thingy that cacn fetch my 
emails, and format a nice form email to send to each individual, or 
should I just be rolling my own with a bit of php, mysql and html?
