[PIGMI] City of Perth matched funding grants (up to $20,000)

I'm a bit confused how this would work at all for Game Development. It reads as though it is for businesses in the CBD that attract people to the building and thus improve these 'underutilised' buildings. Even if a game company was working from such a premisses I can't see how that would create that desired outcome. Companies who have got this grant before have been:
The Butcher Shop William Street, Northbridge
POPP Perth
Kangaroo Inn Backpackers Murray Street, Perth
The Quarter on Hay Hay Street, Perth
Looks Divine Beauty Clinic Hay Street Mall, Perth

and more criteria (at least one):
Prior business success
The project activates underutilised areas such as laneways and upper-floors
The business has a strong connection with the city (e.g. family owned businesses or established professional networks or groups)
That the business is a pioneer in creating or introducing a new product or activity to the city
That the business creates or passes on knowledge, skills and/or capabilities to other West Australian
Active community engagement
An environmentally responsible approach to business, or environmental sustainability business projects
That the business attracts a significantly greater number of people to the city, or retains people in the city for longer
That the business contributes positively in other ways to the City of Perth
Curious about other local governments offering anything similar.
