[PIGMI] Activision Blizzard lobbying for new R&D tax changes

I'd think the only real reasons it'd be decent would be if you were dealing
with a Japanese platform-holder directly, or with Chinese outsourcing due to
minimal timezone differences.  That said, the former is fairly unlikely
since we're administered through Europe where the big three are concerned.
