This is true of dead-tree books, and the current e-book market which 
tries to mimic them, but you'll find this is only because of 
technological limitations.  In other countries it's quite popular to 
read stories from authors who publish directly to the web, and they're 
experimenting with mixing ads and paywalls.  Some of their tactics do 
involve making people pay to read the end of a story, once it gains a 
large enough readership.
